Insurance Enrollment

Certified enrollment specialists are available at all of our clinic sites to assist patients with insurance enrollment in Medi-Cal or Covered California. Medi-Cal enrollment ensures access to a full scope of medical care, continuous care and support compliance with care. Our staff is also available to come on-site to service organizations to help enroll community members or provide presentations about our comprehensive homeless services.

Medi-Cal enrollment

Medi-Cal is California’s Medicaid program for low-income individuals and families. It offers free or low-cost coverage and continues as long as you remain eligible.

Covered California enrollment

Covered California helps individuals and families not eligible for Medi-Cal purchase quality health insurance. Costs vary by family size and income. Certified enrollment specialists can help determine the best plan for you.

Benefits enrollment center

The San Diego Benefits Enrollment Center helps low-income Medicare beneficiaries apply for:

  • Medi-Cal
  • CalFresh
  • Medicare savings programs
  • Low-income subsidy
  • Low-income home energy assistance program
  • Utility assistance
  • SSDI or SSI
  • Lifeline telephone program
  • Subsidized transit benefits
  • VA benefits

A free benefits screening takes less than 10 minutes. You do not need to be an FHCSD patient or switch providers.

CalFresh enrollment

CalFresh, California’s Supplemental Nutrition Assistance Program (SNAP), provides supplemental food assistance for low-income families and individuals. Benefits are loaded onto an EBT card and can be used like a debit card. Eligibility and benefit amounts depend on household size, income and living expenses.

2024 Medi-Cal Expansion

On January 1, 2024, the California Department of Health Care Services (DHCS) implemented the adult expansion which made full-coverage Medi-Cal available to all eligible Californians, regardless of immigration status.

Full-coverage Medi-Cal includes:

  • Medical
  • Dental, vision & audiology
  • Mental health
  • Substance use disorder screenings

All preventive care and screening services are free. To learn more, contact your Medi-Cal health plan member services or your Medi-Cal provider.

All Medi-Cal members will need to enroll in a Medi-Cal health plan to continue receiving care from FHCSD. Our contracted Medi-Cal health plans include:

  • Blue Shield Promise
  • Community Health Group Partner
  • Molina Healthcare Partner

Please see below for how you can enroll in a Medi-Cal health plan:

  1. Mail: Look for information in the mail from Health Care Options and complete the Medi-Cal Choice Form to choose your new health plan and mail.
  2. Online: You can visit www.healthcareoptions.dhcs.ca.gov and complete your enrollment electronically. Once on the home page, you will select the option EnrollJoin a health plan > Online EnrollmentGet started
  3. Phone: Call Health Care Options at (800) 430-4263 Monday through Friday, 8:00 a.m. to 6:00 p.m., or FHCSD’s insurance hotline at (619) 515-2363 for assistance with Medi-Cal health plan enrollment.
