Certified enrollment specialists are available at all of our clinic sites to assist patients with insurance enrollment in Medi-Cal or Covered California. Medi-Cal enrollment ensures access to a full scope of medical care, continuous care and support compliance with care. Our staff is also available to come on-site to service organizations to help enroll community members or provide presentations about our comprehensive homeless services.

Starting January 1, 2024, Aetna will no longer be available under Medi-Cal in California. If you have Aetna through Medi-Cal and are a patient of FHCSD, you must select a new Medi-Cal health plan by December 22, 2023.

2024 Medi-Cal Expansion

Starting January 1, 2024, a new law in California will give full coverage Medi-Cal to more people ages 26 through 49 who qualify. This new law means that all California residents, regardless of immigration status, who qualify for Medi-Cal based on other criteria are eligible for full Medi-Cal benefits.

If you previously had restricted Medi-Cal due to immigration status, you now qualify for unrestricted Medi-Cal, which includes:

  • Medical
  • Dental
  • Vision
  • Hearing
  • Mental health
  • Substance use disorder screenings

All preventive care and screening services are free. To learn more, contact your Medi-Cal Managed Care Plan member services or Fee-for-Service Medi-Cal provider.

If you already have restricted Medi-Cal, you do not need to fill out a new application for full Medi-Cal and will automatically be enrolled. After January 1, 2024, you will need to enroll in a Medi-Cal health plan to continue receiving care from FHCSD. Our contracted Medi-Cal health plans include:

  • Blue Shield Promise
  • Community Health Group Partner
  • Molina Healthcare Partner

  1. Mail – Look for information in the mail from Health Care Options and complete the Medi-Cal Choice Form to choose your new health plan and mail.
  2. Online – You can visit www.healthcareoptions.dhcs.ca.gov and make the change electronically. Once on the home page, you will select the option EnrollJoin a health plan > Online EnrollmentGet started
  3. Phone – Call Health Care Options at (800) 430-4263 Monday through Friday, 8:00 a.m. to 6:00 p.m., or FHCSD’s Insurance Hotline at (619) 515-2363 for assistance with Medi-Cal health plan enrollment.

Medi-Cal Drops Aetna Health Plan

Benefits Enrollment Center

San Diego Benefits Enrollment Center (SDBEC) assists low-income Medicare beneficiaries with enrollment in MSP, LIS, LIHEAP, Medi-Cal and SNAP.

A benefits screening can determine what entitlement benefits you may be eligible for. It takes less ten minutes to complete and is unique to you. It is completely free of charge and there are no obligations. Additionally, you do not need to be a patient of Family Health Centers of San Diego and you do not need to switch your health care provider.

CalFresh Enrollment

CalFresh is also known as the federal Supplemental Nutrition Assistance Program (SNAP). CalFresh is a program for low-income families and individuals that meet certain income guidelines. CalFresh benefits help supplement your food budget and allow families and individuals to buy nutritious food.

CalFresh benefits are accessed by using an Electronic Benefit Transfer (EBT) card. An EBT card is used the same way you would use a debit or ATM card. Eligibility and the amount of CalFresh benefits issued depend on your household size, income and certain living expenses.

Covered California Enrollment

Covered California is a private health insurance exchange that was established through Affordable Care Act legislation for individuals and families not eligible for Medi-Cal. This program allows California residents to purchase quality health insurance plans to fit individual and family needs. Medi-Cal Enrollment

Medi-Cal is California’s state-managed version of Medicaid, a federal health insurance program designed for low-income individuals and families. It provides low-cost and no-cost health insurance coverage to individuals and families that meet certain eligibility requirements.* Those who qualify for Medi-Cal coverage can continue to receive those benefits as long as they meet eligibility requirements.
